
Located
in the northern heart of downtown St. Charles, the North Central Corridor
enhancements include:
- River North Plaza — Currently existing as a city-owned parking
lot, the plaza creates a park-like setting as a focal point at the
end of State Street while still allowing for future development. Features
of the plaza include:
- formal garden along a central promenade
- access to the boardwalk level at the water’s edge,
- potential short term boat docks allowing boat parking in downtown
- sculptures and a structural focal point at the terminus of
State Street
- a bridge across the creek watershed to property to the north,
to be connected by a riverwalk
- recognizable entrance to the parking lot for Carroll Towers
facility
- Freedom Trail Water Access — Will make better use of the north
end of the municipal property. Because of the shape of the river’s
edge and an existing riverwalk connecting pedestrians to Pottawatomie
Park, this is an ideal spot for water activities. Enhancements include:
- short term board docking for the east side of the river
- docks which shape the basin for other water activities
such as model boating
- a small structure providing a focal point
- sculpted lawn for viewing water activities
- stairs to a bike ramp
- enhanced pedestrian entrances from parking areas
- possible policeman/fireman’s memorial garden
- Improvements to existing Freedom Trail
- Streetscape improvements from Cedar Avenue to Century Corners
- Dam improvements/access under Main Street
- Riverwalk connection along Hotel Baker and Carroll Tower
- River North parking deck
